Boundary Road Drainage Pump Station Replacement

Artist Consulting Fee: $10,000 (fee includes independent research, conceptual development, renderings and other visual communication materials, travel expenses and applicable taxes)

The City of New Westminster’s Public Art Program, in partnership with the Engineering Department is seeking an artist to work collaboratively with the design team on the replacement of the Boundary Road Drainage Pump Station. The artist will not be producing a standalone artwork in isolation but will work with the design team to identify opportunities for artistic expression and intent throughout the programmatic requirements of the building. The ability for the selected artist and design team to collaborate and work well throughout the design process is imperative to the success of the project.
The Boundary Road Drainage Pump Station is located in Queensborough. The Station will be rebuilt to increase drainage system capacity, resiliency and meet the long term drainage needs as well as improve dike elevation to protect the City from inundation from the Fraser River. The new pump station will act as a gateway, greeting visitors and passers-by from the Queensborough Perimeter Trail, Hidden Bike Track and the Fraser River waterfront.

Artists could consider themes related to elements of surprise, the Fraser River, little things magnified, and the connection to nearby Thompson’s Landing Park.

This project is open to professional artists and artist teams from British Columbia. Qualified artists will have experience working collaboratively with other professional disciplines. City of New Westminster Council, staff and the City’s Public Art Advisory Committee members, selection panel members, project personnel and immediate family members are not eligible to apply.

How to Apply: 

The artist or artist team will be selected for this commission through an open call process coupled with finalist interviews. The five person selection panel will comprise the landscape architect and architect from the design team, a community member from Queensborough, a PAAC member and an artist professional. The invited artists will be requested to attend an orientation session and interview to discuss their work, past approaches, working methods, and answer questions related to this opportunity. The selection panel will then recommend one artist or artist team for the commission. The shortlisted artists will be paid $250.00 honorarium for their presentation.

An artist or artist team will be juried on the following criteria:
1. Quality and strength of past work and ability to create and contribute a strong conceptual framework for artistic expression to be reflected in the building design and/or landscaping.
2. Strong verbal, visual, written communication skills, good people and planning skills are required. The artist is expected to participate in collaborative design development, and assist in the translation of final recommendations into construction documents.
3. Accessibility and availability to be able to attend in-person meetings to engage City Staff and design team consultants in New Westminster. It is imperative that the artist is available to begin work in late April 2018.
