Job Description:
The City of Port Moody is seeking an Indigenous Relations Advisor to join our Corporate Services team. Reporting to the Manager of Strategic Initiatives, this two-year temporary full-time position will support the City’s overall approach to Indigenous government relations and reconciliation. The Indigenous Relations Advisor will provide advice, coordination, and implementation support on Indigenous matters, helping to advance the City’s understanding and application of the United Nations Declaration on the Rights of Indigenous Peoples, the Declaration on the Rights of Indigenous Peoples Act, and the Truth and Reconciliation Commission of Canada Calls to Action within a municipal government context. Working collaboratively with the Executive Leadership Team, Managers, and staff, the Advisor will assist in developing and implementing City-wide initiatives related to Indigenous relations and reconciliation. This includes supporting the Executive Steering Committee on Indigenous relations, coordinating the internal staff working group focused on Truth and Reconciliation, and facilitating engagement and the project referral process with local Area Nations.
Responsibilities:
A key focus of the role will be strengthening relationships and dialogue with local Nations through ongoing engagement on shared interests, projects, and processes. The Advisor will also coordinate Indigenous training, programs and opportunities to strengthen the government-to-government relationships between the City and Nations. This position will support key events such as National Day for Truth and Reconciliation and National Indigenous Peoples Day, and serve as a resource to staff for guidance on Indigenous engagement and relationships.
Qualifications:
The successful candidate will bring a solid understanding of the evolving legal and policy landscape related to Indigenous rights and Crown–Indigenous relations in British Columbia. This includes awareness of consultation and accommodation obligations, intergovernmental processes, and the implications of recent court decisions for municipal engagement with First Nations. The ability to understand these frameworks and help staff apply them appropriately in day-to-day municipal work will be key to success in this role. Qualifications: The ideal candidate will have a Bachelor’s Degree in Indigenous Studies, Public Administration, Public Policy, or a related discipline and a minimum of two years of relevant professional experience engaging and collaborating with Indigenous communities in supporting municipal processes and actions. An equivalent combination of education, training, and lived experience will be considered. Thorough knowledge of the United Nations Declaration of the Rights of lndigenous People, BC Declaration on the Rights of Indigenous Peoples Act, Heritage Conservation Act, and the Truth and Reconciliation Commission of Canada Calls to Action, and an understanding of their application in local government contexts. Understanding of Indigenous governance, protocols, and perspectives gained through lived experience, community-based, or professional work. Demonstrated ability to build and maintain respectful and collaborative relationships with Indigenous Nations, community representatives, and diverse internal and external partners. Experience supporting reconciliation and relationship-building initiatives, including coordinating engagement activities, facilitating meetings, and contributing to strategies and action plans. Strong interpersonal, communication, and diplomacy skills with the ability to navigate complex and sensitive issues in a respectful and solutions-oriented manner. Experience providing research, analysis, and advice on matters related to Indigenous relations, reconciliation, and policy development. Familiarity with municipal operations, land use planning processes, and the Indigenous referral process. Proven ability to manage multiple priorities, exercise sound judgment, and work independently while contributing to a collaborative team environment. Experience writing policies, writing reports, and preparing presentations. Experience presenting to a variety of audiences including elected officials, City staff, and community members.
