Job Description:

Permanent Full-Time Excluded Position
8:30am to 4:30pm / Monday to Friday

ABOUT THE ROLE
The Manager, Cloud, Systems + Devices provides strategic and operational leadership across the institution’s cloud platforms (both IaaS and SaaS), end-user systems, middleware/integration workflows, and web hosting environments. This role combines hands-on technical expertise with strong leadership of a multidisciplinary team that drives reliable service delivery, modernizes and simplifies infrastructure, enhances system integrations, and ensures the stability and scalability of digital cloud platforms. The Manager plays a critical role in managing core systems and services while integrating cybersecurity protocols to protect university data and resources.

This role also ensures best-practice architecture, drives automation and infrastructure-as-code adoption, and cultivates a collaborative, service-oriented team culture.

Responsibilities:

Technical Leadership & Solution Architecture
1. Design, implement, and maintain scalable cloud IaaS architectures supporting enterprise applications and institutional needs.
2. Oversee cloud hosting strategies, including network configuration, Identity and Access Management (IAM), security models, high availability, simplification, and cost optimization.
3. Provide architectural guidance for core SaaS platforms (e.g., Microsoft 365, AWS, Kinsta, Entra ID/SSO and other institutional systems) and their integration with on-premises and cloud services.
4. Lead modernization initiatives, including infrastructure-as-code, CI/CD pipelines, containerization, and automation.
5. Provide architectural oversight for web systems such as WordPress, or similar custom PHP applications running on LAMP/WAMP stacks.
6. Manage network proxies, caching, CDN services, and performance tuning for web applications.
7. Provide technical direction for integration/middleware workflows, APIs, and scripting.
8. Serve as the senior technical escalation point for complex incidents, providing guidance to system, cloud, and web platform issues.
9. Contribute to long-term planning for architecting Information technology offerings, in alignment with institutional cybersecurity and data/analytics strategies.
10. Identify opportunities to improve performance, reliability, and efficiency.
11. Recommend new technologies and methodologies aligned with institutional goals and risk tolerance.
12. Participate in budget planning, tracking and procurement for systems, cloud, and related services. Monitors expenditures within allocated budgets.
13. Collaborate with Director to develop sustainable asset refresh program including appropriate costing models (capital versus operating) to meet academic and administrative university needs.

Operational Oversight & Service Management
14. Oversee day-to-day operations for systems administration, cloud hosting, system management, integration/middleware, and web platform support.
15. Act as Project Manager and coordinate with partners to deliver projects and troubleshoot issues.
16. Establish and maintain operational documentation, including runbooks, diagrams, and SOPs.
17. Implement strong cross-training practices to ensure team resilience.
18. Ensure timely incident response and adherence to service level commitments.
19. Participate in after-hours maintenance windows and act as an escalation point for critical incidents, including participation in an on-call rotation as required.
20. Manage IT asset lifecycles for servers, endpoints, and related infrastructure.
21. Manage relationships with external hosting, cloud, and support vendors.
22. Participate in contract evaluations, RFPs, SLA reviews, and performance assessments.

Team Leadership & Development
23. Manage a team including recruitment and selection, training and skill development, performance planning, evaluating and disciplining where appropriate
24. Lead, mentor, and coach a multidisciplinary team while motivating staff towards shared goals and teamwork.
25. Develop learning and development plans to support skills and knowledge required for staff to successfully do their job.
26. Provide operational leadership for the immediate team and collaborate with peer IT Services teams on projects and operations.
27. Promote communication, workload balance, and accountability.
28. Oversee operational and capital budgets for the portfolio, including cloud and hosting expenditures.
29. Foster a culture of Justice, Equity, Diversity, and Inclusion (JEDI) by remaining current in JEDI trends that impact their field of work and make recommendations to the Supervisor for improvements in support of the ECU community, and the strategic goals of the University.
30. Perform other related duties as required.

Qualifications:

• Bachelor’s Degree in Computer Science, IT, or other related field.
• 5+ years of experience in systems administration, cloud technologies, or web platform management ideally in a unionized environment.
• 2+ years in a management, leadership, supervisory, or team-lead role.
• Or an equivalent combination of education and experience. 
• Demonstrated expertise administering Linux and Windows server environments, LAMP/WAMP stacks, and designing and operating workloads on AWS (e.g., EC2, RDS, VPC, IAM, security groups).
• Strong scripting and automation skills (e.g., PowerShell, Bash, and/or Python), including experience with configuration management and repeatable deployment.
• Familiarity with integration/middleware and APIs.
• Experience with IaC tools such as Terraform.
• Strong communication and documentation skills with the ability to explain complex technical concepts to non-technical partners.
• Knowledge of IT security best practices, principles, processes, and tools.
• Knowledge of principles, practices, and techniques of management controls and information resources management.
• Experience with device management systems (e.g., Intune, Jamf, SCCM) for endpoints.
• Experience with DevOps practices, CI/CD pipelines, and modern monitoring/observability tools.
• Experience in post- secondary education or complex environments is preferred.
• Industry certifications such as AWS, ITIL, etc.
• Excellent analytical skills and skilled in identifying, analysing, and mitigating security-related issues.
• Ability to develop and interpret standards, policies, and procedures.
• Ability to identify problems, evaluate alternatives, and implement effective solutions.
• Excellent interpersonal skills with the ability to build consensus and identify solutions to complex problems.
• Ability to maintain a high level of confidentiality.
• Ability to effectively manage and direct operations during challenging situations, adhering to established incident protocols.
• Excellent communication and presentation skills.
• Experience in conducting investigations, intrusion detection, and vulnerability assessments.
• Ability to lead, coach, mitigate interpersonal conflicts, and direct staff for continuous improvement.
• Demonstrated commitment to justice, equity, diversity, inclusion, and reconciliation.
• Ability to work effectively and collaboratively as a team member, sharing information and ideas in a timely manner.
