Chuck Bailey Recreation Centre Expansion – Community Living Room

CALL FOR ARTISTS:
The City of Surrey invites Expressions of Interest (EOI) from professional artists or artist teams to create a suspended artwork for the interior of the Chuck Bailey Recreation Centre Expansion.

The Chuck Bailey Recreation Centre is in Surrey City Centre, just a short walk from the Gateway Skytrain station. Surrey City Centre is transforming into a walkable, transit-oriented downtown core for business, culture, and entertainment, and is emerging as the region’s second downtown. The City of Surrey is planning a new expansion to the Chuck Bailey Recreation Centre to meet the growing needs of the neighbourhood. The state-of-the-art expansion will offer residents enhanced arts, culture, recreation, and social opportunities—a place where the community can come together to play, exercise, and connect.

A key theme that emerged during community engagement was the need for free and open social spaces. In response, at the heart of the new facility is the Community Living Room, an inclusive space that provides opportunities to meet and engage in both planned and spontaneous ways. The space contains a lightwell that rises vertically from the ground floor through the fitness centre on the second floor, then to the roof above.

An artwork is envisioned that is suspended in the lightwell to create a welcoming atmosphere while drawing the natural light down to animate the Community Living Room. The artwork will also be visible through viewing windows on the second floor.

Your Expression of Interest should contain the following:

  • Contact Details: Name, address, email, phone number.

  • Letter of Intent (max 300 words): Describe your proposed concept and why it is suitable for this site.

  • Artist Statement (max 300 words): Share your current artistic interests and creative process.

  • Resume/CV: One-page resume describing academic, artistic, professional, and other relevant experience. Group applications should submit one resume per group member.

  • Portfolio: Up to 10 images of previous work. Include title, date, description (including location, if applicable), and materials.

  • 2x Slides (8.5 x 11, landscape orientation):

    • Slide One – Provide a summary of your concept (max 200 words)

    • Slide Two – Share an excerpt from your portfolio (3–5 images)

  • Submission: Combine all pages into a single PDF document (max 10MB).
